Previous studies on the environmental practices of small and medium‐sized enterprises (SMEs) in the UK and beyond have portrayed owner‐managers as laggards who underplay their firm's environmental impacts and resist environmental management due to its perceived cost. Yet a recent cross‐sector survey of 220 UK SMEs suggests that this intransigent stance may be slowly changing. Responses indicate a high percentage of owner‐managers actively involved in recycling, energy efficiency, responsible buying and selling, and efforts to reduce their carbon emissions. Owner‐managers saw it as their responsibility to help solve environmental problems and were reportedly willing to accept the costs of tougher environmental regulations and taxation. Business owners were motivated not just by the ‘push’ of legislation and environmental concern but by the ‘pull’ of potential cost savings, new customers, higher staff retention and good publicity for their firms. The survey also found that owner‐managers had resonance with the Stern Review's (2006) conclusions that the benefits of strong early action on climate change outweigh the costs, and that a transition to a low‐carbon economy will bring opportunities for business growth. This indicates that SMEs may be coming round to the idea that there is a business case for sustainability, although there is still some scepticism on the overall profitability of environmental action. The purpose of this paper is the empirical investigation of the status quo of green supply chain management in the German automotive industry from a practitioner's point of view. Several aspects of green supply chain management, such as the point of time of implementation, the driving forces, the relevance of intended goals and their particular realization and the adoption of eco‐programs with suppliers and customers as well as internal and external barriers are analyzed. Furthermore, the link to different performance criteria is tested by inductive statistics in order to show the potential of green supply chain management for competitiveness. For this study, managers from the automotive supply industry in Germany were asked about their estimations in this regard. The main conclusion is that managers express the need for green supply chain management on the one hand but also see corresponding problems in terms of required resources on the other hand. Furthermore, the analyses show that green supply chain management leads to higher performance in terms of several performance criteria. This paper is concerned with the challenges involved in the transformation of the prison into a performance‐oriented accounting entity. It examines the implication of private sector accounting and consulting expertise in redefining prison values and prison performance, and it discusses the consequences this had for definitions of risk and responsibility. The paper shows how the reforms promoted a systemic decentring of Prison Service accountability. Prison managers and regulators came to be inserted into hierarchies of expertise and credibility shaped by quests for commensuration and auditability. Further, the paper shows how the reform attempts brought about a situation of institutional lock‐in by contributing, as the outgoing HM Chief Inspector of Prisons Anne Owers has put it in 2010, to the creation of an inflated prison system ‘too big to fail, and too big to succeed'.  相似文献

ABSTRACT: The Europeanization of public services is frequently considered to have created pressure for Member States to progressively converge towards a new dominant organizational model, based on deregulation, de‐integration and privatization. However, while in some sectors European directives played a crucial role in boosting a common evolutionary path, in other cases, mainly related to local public services, this influence remained feeble and more uncertain. The empirical insight on EU Local Public Transport Services carried out in this paper aims at investigating if and to what extent this new dominant paradigm actually emerges, or if and to what extent more fragmented and heterogeneous outcomes prevail. The main outcome is that the public role in Local Public Transport is still widespread and that a major theoretical and analytical focus should be directed to the ability of the principal‐competent public administration to play its role in an effective and sound manner, while often too much attention is paid to the characteristics of the agent‐operator (public‐private, big or small, foreign or national, etc.).  相似文献

The application of composite indicators to complex phenomena in social science has come to remarkable prominence. As a result, they have been widely applied in wide-ranging fields. This paper explores the application of a composite indicator of technological capabilities that can be also valid for composite indicators in other fields. We focus on whether different methodologies to build composite indicators lead to different results. The arithmetic mean to aggregate technological capabilities variables has been widely criticized, as it allows for perfect substitutability between variables, thus disregarding the complementary nature of technological capabilities. We introduce a new aggregation rule, the concave mean, in order to take into account the complementarity argument in a Science-Technology-Innovation context. Using a dataset for 138 countries, we show that the arithmetic mean is biased in principle but robust in practice. This depends upon the fact that technologically more advanced countries tend to have a more complementary structure in their technological capabilities compared to less developed nations.  相似文献

This article anatomizes the ‘productivity race’ between Nazi Germany and the US over the period from the Great Depression to the Second World War in the metalworking industry. We present novel data that allow us to account for both the quantity of installed machine tools and their technological type. Hitherto, comparison of productive technologies has been limited to case studies and well‐worn narratives about US mass production and European‐style flexible specialization. Our data show that the two countries in fact employed similar types of machines combined in different ratios. Furthermore, neither country was locked in a rigid technological paradigm. By 1945 Germany had converged on the US both in terms of capital‐intensity and the specific technologies employed. Capital investment made a greater contribution to output growth in Germany, whereas US growth was capital‐saving. Total factor productivity growth made a substantial contribution to the armaments boom in both countries. But it was US industry, spared the war's most disruptive effects, that was in a position to take fullest advantage of the opportunities for wartime productivity growth. This adds a new element to familiar explanations for Germany's rapid catch‐up after 1945.  相似文献

This paper reviews three strands of the innovation literature that have presented innovation as a distributed process that combines knowledge of designers and users: user innovations, Science and Technology Studies (STS), and domestication research. These literatures have explored different aspects of the micro-processes through which use and design knowledge are locally embedded. This paper pulls together insights from the literatures, and identifies an important gap: the connections between the local embedding of use and design knowledge, and the meso dynamics of industrial and technological change. The paper then develops a number of integrating concepts and propositions for a framework to study the co-evolution of use and design in innovation processes. It also demonstrates that this framework is most valuable in researching how societal challenges become articulated over time in processes of technological change and innovation.  相似文献

This study investigates three independent variables; types of service failure, service expectations, and attribution on postfailure responses in healthcare. A between-subjects 3?×?2?×?2 experimental design using written scenarios was used. The findings demonstrate that customer responses to service failures in hospitals are extensively influenced by the type of service failure, the level of service expectation of the provider, and, to a lesser extent, the controllability of the cause of the failure. Core service failures lead to greater increases in negative responses for satisfaction, emotional, and behavioral responses than supplementary service failure with high service expectations protecting the provider against overall dissatisfaction, negative word-of-mouth, and switching behaviors. Interestingly, perceived high controllability leads to greater dissatisfaction but not to increased negative emotional or behavioral responses. The study applies attribution theory to explain the results. The article concludes with managerial implications.  相似文献
